Development of a Government-Owned KPI System for Monitoring and Tracking Gender Equality and Women’s Empowerment | 2021 |

Edmaaj supported the Government of Jordan in developing a national Key Performance Indicators (KPIs) dashboard to monitor progress on gender equality across three priority domains: political participation, economic empowerment, and gender-based violence (GBV). The initiative aimed to enhance the government’s capacity to evaluate and report on gender-related progress through a unified, institutionalized system.

The project was implemented in two phases. Phase 1 focused on the design and development of KPIs. Edmaaj began with a comprehensive desk review to assess relevant national and international indicators, existing data availability, and alignment with Jordan’s strategic objectives. This was followed by structured consultation sessions with key stakeholders from relevant ministries and institutions. Based on this process, Edmaaj developed a robust set of KPIs, each with clearly defined technical parameters—such as numerator, denominator, data source, reporting frequency, disaggregation requirements, and desired trend direction (e.g., “trend is good when increasing/decreasing”). These indicators were integrated into an interactive digital dashboard developed by a third-party IT partner, enabling real-time data visualization and reporting.

Phase 2 involved coordination with government entities to collect baseline data for the approved KPIs and prepare for systematic annual tracking. Participating entities included the Social Security Corporation, Department of Statistics, Ministry of Labour, Ministry of Political and Parliamentary Affairs, Ministerial Committee for Women’s Empowerment, Judicial Council, Prime Ministry, Civil Service Bureau, Public Security Directorate / Criminal Information Department, and the Ministry of Justice.

To ensure institutional readiness, Edmaaj delivered tailored capacity-building workshops for all participating government stakeholders. These sessions focused on KPI data collection, entry protocols, dashboard usage, and performance analysis.

This multi-stakeholder, government-led process resulted in a comprehensive, national monitoring platform that enables consistent tracking of gender equality progress, supports policy dialogue, and strengthens accountability across Jordan’s public institutions.

External Evaluation of the project “Women Empowerment & Gender-Based Violence Prevention in Urban Amman”|2024|

Edmaaj conducted the Final Evaluation of the project “Women Empowerment & Gender-Based Violence Prevention in Urban Amman”, funded by the UN Trust Fund to End Violence Against Women. The project aimed to protect and empower vulnerable women and girls from both refugee and host communities in urban Amman, particularly in response to increased risks of domestic violence during the COVID-19 pandemic. It focused on enhancing social, economic, and livelihood interventions to address the structural causes of gender-based violence (GBV).

The evaluation followed the OECD-DAC criteria and employed a robust mixed-methods approach. This included a comprehensive desk review, key informant interviews (KIIs) with stakeholders and project staff, focus group discussions (FGDs) and survey with vulnerable women beneficiaries. Edmaaj also conducted field visits to the project site. The process resulted in a thorough evaluation report outlining key findings, lessons learned, and actionable recommendations to inform future programming.

Evaluation and Enhancement of Public Service and Citizen Voice in Jordan under the People-Centered Digital Governance Enhancement Programme | 2023–2024 |

Edmaaj supported the evaluation and enhancement of public service delivery systems in Jordan through the development of a Citizen Voice Mechanism (CVM) as part of the World Bank Group’s People-Centered Digital Governance Enhancement Programme. The project aimed to modernise civil service systems, improve digital public infrastructure, and strengthen citizen feedback mechanisms to promote inclusive and accountable governance.

Edmaaj conducted a diagnostic review of national public service frameworks and grievance redress mechanisms, referencing international best practices. Data collection included key informant interviews (KIIs), stakeholder meetings, and institutional gap analysis. Based on these findings, Edmaaj developed a Service Standard and Citizen Voice Manual, operational action plans, and monitoring frameworks. The team also contributed to the proposed design of the Service and Public Administration Commission (SPAC). Recommendations were validated through stakeholder consultations and aligned with national governance priorities to support effective implementation.

Baseline Study of the “Inclusive Education for Children with Disabilities in Jordan” Project | 2023–2024 |

Edmaaj conducted a baseline study for the “Inclusive Education for Children with Disabilities in Jordan” project, funded by the Italian Agency for Development Cooperation (AICS). The project aimed to strengthen inclusive education systems for children with disabilities—both Syrian refugees and Jordanian nationals—by identifying structural barriers, gender-specific challenges, and capacity-building needs among educators and institutions. The initiative aligned with the Ministry of Education’s national strategies on inclusive education.

Edmaaj applied a mixed-methods approach, combining key informant interviews (KIIs) with government representatives, NGOs, and community-based organisations (CBOs); focus group discussions (FGDs); and structured surveys with educators and stakeholders. The study also included an in-depth assessment of the education system's readiness, as well as a desk review of national and international legal and policy frameworks related to inclusive education.

The final report delivered actionable recommendations to inform policy reform, institutional capacity-building, and evidence-based programming for fostering an inclusive educational environment in Jordan.

Final Evaluation of the “Support to Municipalities in Libya – Phase 2” Project | 2022–2023 |

Edmaaj conducted the final evaluation of the “Support to Municipalities in Libya – Phase 2” project, implemented to promote inclusive social and economic development across 30 municipalities in Libya. Funded by the Federal German Ministry for Economic Cooperation and Development (BMZ) and the European Union Trust Fund for North Africa (EUTF-NoA), the project aimed to enhance municipal capacities and service delivery while contributing to regional stability and improved local governance.

Edmaaj applied a mixed-methods approach, including a desk review of key documents, joint meetings with GIZ and the Ministry of Local Governance (MoLG), and training of enumerators. Primary data collection involved key informant interviews (KIIs) and focus group discussions (FGDs) with municipal staff, MoLG representatives, and local CSOs/CBOs. Edmaaj analyzed the findings and submitted a final evaluation report, followed by a presentation of key results and strategic recommendations to GIZ and relevant stakeholders.

Baseline Assessment of the “Strengthening the Active Participation of Women” Project | 2023 |

Edmaaj conducted the baseline assessment of the project “Strengthening the Active Participation of Women (Youth, Refugees, Jordanians, and Women with Disabilities) with a Comprehensive Approach to Rights in Jordan.” The project aimed to promote sustainable and inclusive economic empowerment and strengthen leadership capacities among Jordanian and refugee women, with a particular focus on young women and women with disabilities. It also sought to improve protection systems and gender-based violence (GBV) prevention and response services in Mafraq, Zarqa, and Amman. Edmaaj employed a mixed-methods approach, conducting key informant interviews (KIIs), focus group discussions (FGDs), and structured surveys with Jordanian and refugee women, including young women and women with disabilities. The findings were used to inform project implementation and guide monitoring and evaluation efforts.

Baseline Study for the Extra-curricular Training Rehabilitation and Support (EXTRAS) Programme | 2022 |

Edmaaj conducted a baseline study for Right to Play’s (RTP) ‘Extra-curricular Training Rehabilitation and Support’ (EXTRAS) programme in Jordan. The programme aimed to enhance students’ educational experience and learning environment through a play-based teaching methodology, supporting the development of core skills and improved outcomes aligned with the national curriculum.

The baseline focused on validating outcomes in RTP’s existing log-frame. Edmaaj used a mixed-methods approach, conducting key informant interviews (KIIs), focus group discussions (FGDs), and online surveys with students, parents, teachers, and school headmasters. All tools and materials were reviewed and refined to ensure their conceptual alignment with the EXTRAS programme and its objectives.

Development of an M&E Framework for Jordan’s Ministry of Health Emergency Operations Center| 2022 |

Edmaaj developed a Monitoring and Evaluation (M&E) framework for Jordan’s national biosafety and biosecurity priorities in collaboration with CRDF Global and Ambit Advisory. The assignment supported the Ministry of Health’s Emergency Operations Center (EOC) to strengthen its emergency preparedness and response capacities across 18 priority areas.

The framework included key performance indicators (KPIs), incident reporting mechanisms, and awareness training components. Edmaaj facilitated the process by conducting an inception meeting, leading framework development sessions, and conducting a capacity assessment for EOC staff. Virtual training sessions were delivered to EOC and Ambit Advisory personnel to ensure the effective rollout and use of the M&E framework. The intervention contributed to centralizing data systems and enhancing biosafety governance in Jordan’s public health sector.

Final Evaluation of the "Inclusive Project LRRD Initiative in Support for School Inclusion of Minors with Disabilities and Special Needs” in Jordan | 2023 |

Edmaaj conducted the final evaluation of the “Inclusive Project (LRRD Initiative in Support for School Inclusion of Minors with Disabilities and Special Needs, between Refugees and the Host Communities),” implemented by ICU and Mercy Corps and funded by the Italian Agency for Development Cooperation (AICS). The project was implemented in seven public schools in Irbid and aligned with the Ministry of Education’s 10-Year Strategy for Inclusive Education. It aimed to enhance school readiness for children with disabilities, strengthen access to inclusive education for refugee and host community children, and foster positive community and family attitudes toward disability and inclusive learning environments.

The evaluation was guided by the OECD-DAC criteria and employed a mixed-methods approach, including a comprehensive document review, key informant interviews (KIIs), focus group discussions (FGDs), and surveys with a broad range of stakeholders—among them Italian NGOs, non-governmental service providers, Ministry of Social Development (MoSD) representatives, and CSOs/CBOs. Edmaaj also conducted joint planning meetings and trained enumerators on inclusive evaluation protocols. The final report presented key findings, lessons learned, and practical recommendations to inform future inclusive education programming in Jordan.

Evaluation of Video Content under the “Iqraali” Program | 2024 |

Edmaaj conducted an evaluation of the appropriateness and effectiveness of video content under the “Iqraali” Program for the Queen Rania Foundation for Education and Development (QRFED). The initiative aimed to encourage parents to read to their children from birth to age five by leveraging multimedia tools as part of a broader early childhood education and parental engagement strategy.

The project assessed how the video content resonated with parents and identified areas for improvement. Edmaaj conducted in-depth interviews (IDIs) with parents, piloted and refined data collection methods, and provided comprehensive analysis with actionable recommendations to enhance the impact of the program.
